The usage of drug, narcotics and alcohol is alarmingly increasing in the country. Both practical observation and statistical facts of the government have corroborated that a big part of population in Bangladesh has been addicted and consequently, national reserve has been misusing as well as law and order has been deteriorating.  According to the Home Minister of Bangladesh (The Daily Propthom Alo, 21/09/11), 46 lac of Bangladeshi, among them 80% is juvenile, is addicted by drug and spending 25 thousand crore taka per year. He also mentioned that out of total crimes, 30% crime is related to drugs and narcotics.   In contrast of two separate years: 2006 and 2010, while 18 thousand people were convicted in 2006, the number has rocketed in 2010 and 37 thousand people were arrested in charge of narcotics and drugs related crime, however, the nature of punishment awarded for 37 thousand people has not been mentioned in the news paper. Additional Director of Department of Narcotics Control under Ministry of Home Affairs of Bangladesh admitted that in spite of intensification of role of Police and RAB in recovering of drugs and narcotics and arrest, the number of narcotics and drug smugglers has been increased by last four years. The Annual Narcotics Report of 2010 presented in the meeting in a local hotel, has illustrated the fact of pushing-back of drugs and narcotics in Bangladesh through 51 borders of 17 Districts with India and Myanmar.

We can not but please that the Ministry of Home Affairs has skillfully presented the factual evidence which certainly convince to lead an assumption that 46 lac Bangladeshi among them 80% is juvenile has been consuming  such a ingredient  which  the Minster as well as the  audience  had mentioned a crime. The constitution of Bangladesh, the apex source of law of Bangladesh, has taken position against drugs and narcotics. Hence, such consumption may never be justified and must not be allowed to keep on.However, it is a phenomenon and the fact is that our society is gradually grasped by drugs and narcotics. The tax money so given input upholding the value of constitution, it is the Home Ministry that has failed to curve the ‘drug invasion’ from entering Bangladesh and failed to check the addicts abstaining from consuming drugs.In order to measure up the velocity of effort of the Ministry of Home curving drugs usage, we have traveled Dhaka University area for various times. It is very frustrating that at the point of administration the situation is at sixes and sevens and far and away, I should conclude that a horrible festival of suicide, by high and low, student and Rickshaw-puller,  service holder to tempo driver, pick-pocket  to cleaner –   assemble in different parts of the Uddayan or garden and consume hem, phensidyl, other drugs, even some claimed that with the help of employees of Department of Public Work as well as the corroboration of local Shahbag Police Station, prostitution is also allowed. Our observation suggests that different parts of Dhaka University Campus, viz. Art Institute Campus, In front of Amar Ekhusey hall (in the slum just opposite to the hall), Slums in the land of Ministry of land at Nilkhet, Katabon, Shaheed Minar premise, TSC premise, slums near the play ground of Nazrul Islam hall of DMC and close to BUET campus, slums in front of BANBAIS near Palsahi intersection are the hubs of drug-sellers. In addition to, with the aid of addicted teachers of the University, different newspaper report corroborates, the derailed students as well as the outsiders have made the Dhaka University a big bazaar for drugs and lustful zone.
Different source added that the drugs those are attached in different PS and sold in the spots, Dhaka University is one of the prime locations.  The big bazaar for hem-addict is behind the Shahbag PS which is also at a stone’s throw from Faculty of Fine Arts under the University of Dhaka. In the afternoon, dozens of gangs are seen assembled there and intake hems in the open day light.  Anyone protest is reported to be assaulted.  On part of practical observation, while this reviewer was in service to grab photograph from
 Swarwardy Uddayn (spot mentioned above) on 19 September, 2011, a group of students claimed to be the students of the Faculty of Fine Arts under the University of Dhaka snatched the memory cards grabbing the mobile phone. Since the photo could testify their lustful venture, the along with the Shahhbag Police Station Sources were seen pounding me. When they were grabbing the memory stick none of the members of Law Enforcers stayed meters away came to assist which corroborates that these illegal activities are staging with the help of concerned authority. In view of situations in the Dhaka University Campus, it is hard to believe that without the aid of concerned officials of GOB, particularly, Ministry of Public Works, Ministry of Social Welfare, Ministry of Health and Family Planning-  the festivals of drug- festival and prostitution ( an ancillary part of drug addicts) can never be  happened.Furthermore, I have to mention, whether the role of the administration is untidy, has also been confirmed from the transformation of the marketing phenomenon of a liquor shop, very close to Awami League office at Bangabandhu Avenue in Dhaka. Years back the shop sold liquor very restrictedly and customers were seldom seen. Now it is the same place where huge customers are seen both in the day and night where the consumers irrespective of age are boldly taking liquor without any administrative impediment. In addition, I am to comment that the top decision-makers of Bangladesh were reluctant to submit any formal proposal to shutdown the Phensidyl factories within the territory of India for destroying Bangladeshi youth during recent visit of Monmohon Sing, the Prime Minister of Indian, is the best instance, should be asserted in support of the claim that present GOB is not care enough to check the fundamental heads of the state where chances are maximum to make the country punctured. Prime Minster may seek the justice of her father’s killing, but it is not tenable her state mechanism shall push her country in ruin. Our observation certainly corroborates that it is happening in the country which can no longer be tolerable.
Follow up
Various groups composed of students still gather behind the Zia Shishu Park adjacent lawn in the Suhrawardy Uddayan and take vapor of hem. Though addiction of narcotics and drugs are illegal and consuming in front of the infants are more severe, it is the administration that takes a little hand and the addicts are becoming awkward day by day in the heartland of education – Dhaka University .
